To tackle crime in Capital, Delhi top cop announces measures
With whopping 412 per cent rise in crime against women in Delhi last year portraying a dark picture, Delhi Police Commissioner Bhimsen Bassi on Friday announced a slew of measures, including filing of chargesheet within 20 days of the arrest of accused in rape cases.
In case the chargesheet is not filed within 20 days, the joint commissioner of police will be flagged with a notice; and if the chargesheet is not filed within 30 days from the date of arrest, the special commissioner of police will be served with a notice. The Special Commissioner of Police (Crime) will tasked to further report the matter to the commissioner.
"To stop crime against women is our first priority. From now on, chargesheet in rape cases must be filed within 20 days," Bassi said during the annual press conference.

Though crime figures of last year clearly reflect tremendous increase in crime, the commissioner said that ensuring registration of cases has always been his priority.
"Needless to say, the process of providing justice to victim of a cognizable crime cannot begin unless an FIR is registered upon the complaint. Let the crime figure go high. Our prime focus should be providing safety and addressing every complaint, and strict instructions have been given to police stations that people should not be turned away," Bassi added.
There has been about 43.6 per cent increase in overall crimes in 2013 compared to 2012, with 73,958 cases begin registered under the Indian Penal Code in 2013 against 51,479 in the previous year.
The commissioner said that the police could solve 48.8 per cent of the cases. According to the figures, there has been a steep rise in molestation cases --- from 653 in 2012 to 3,347 in 2013, a whopping increase of over 412 per cent.
The incident of rape has also increased from 680 in 2012 to 1,559 in 2013. About 90 per cent of rape cases were also solved, Bassi claimed.
This year, the Delhi Police will focus on missing children. More police officials will be tasked to trace the missing and kidnapped kids. "Kidnapping case will be registered immediately on receipt of complaints of missing children," the commissioner said. In 2013, 5,565 kidnapping cases were registered, against 3,503 in 2012.
He also announced that the Delhi Police officials will attend training classes on updated laws, technologies and rules formulated by judiciary, and the policing system every year.
